“Cair na malha fina” significa que a declaração do Imposto de Renda (A história do imposto de renda) ficou retida na Receita Federal por algum motivo, os mais comuns são problemas de informação ou erros, tais como valores incorretos até omissão de algum rendimento, inconsistência de dados ou falta de documentos que comprovem o que foi declarado.
Também pode acontecer, entretanto, de a Receita Federal reter sua declaração por falta de documentos que comprovem as informações declaradas. Sua declaração pode ficar retida por alguma inconsistência de informações ou por erros. Saiba o que fazer nesses casos, reunimos dicas importantes sobre resolução de problemas com a malha fina.
Desde 2019 (Saiba das mudanças do IRPF de 2019), os contribuintes que caem na malha-fina são informados 24 horas depois da entrega – facilitando muito o processo de fazer as correções necessárias e regularizar pendências. O mesmo deve acontecer em 2021.
Um total de 700.221 contribuintes caíram na malha fina do Imposto de Renda Pessoa Física (IRPF) em 2019, segundo a Receita Federal. Esse número equivale a 2,13% das 32.931.145 declarações recebidas.
Também foi informado que 74,9% das declarações retidas tiveram imposto a restituir, 22,4% tiveram imposto a pagar e 2,7% ficaram com saldo zero. Entretanto, somente com a retificação das informações e correção das pendências é que o contribuinte que caiu na malha fina tem a restituição liberada.
Neste ano, foi possível saber mais cedo quem caiu na malha fina. Isso porque a Receita usou tecnologia de algoritmos e robôs programados para cruzar dados. Dessa forma, a consulta ao extrato de entrega e eventuais problemas estavam disponíveis em cerca de 24 horas após o envio dos dados.
Como saber se caí na malha fina?
Quando você cai na malha-fina, você fica sem receber a restituição até que envie uma retificação à Receita esclarecendo os erros na declaração ou apresente os documentos que comprovem a veracidade da sua declaração.
Ou seja: quem caiu na malha fina neste ano não vai receber a restituição. Por isso, não estranhe se você não tiver entrado em nenhum dos sete lotes de restituição pagos neste ano.
Não existe dificuldade: para saber onde errou, basta acessar, em seu extrato de declaração, a seção “Pendências de malha” – ela aponta por quais motivos sua declaração foi retida e, portanto, onde estão os erros ou quais informações devem ser comprovadas.
Como corrigir uma declaração?
Isso pode ser feito de duas formas, segundo a Receita Federal:
Se declaração tem informações incorretas ou incompletas, é possível fazer a retificação com as correções necessárias através do programa gerador da declaração – o mesmo por onde a declaração é enviada.
Se a declaração retida está correta e o contribuinte tem os documentos que comprovem as informações, é preciso aguardar o Termo de Intimação ou a Notificação de Lançamento da Secretaria Especial da Receita Federal do Brasil ou agendar um atendimento para a entrega da documentação. É possível agendar o atendimento na área Meu Imposto de Renda, no extrato da declaração.
Por que as declarações de Imposto de Renda (IR) caem na malha fina?
Segundo a Receita Federal, os principais motivos para a retenção da declaração de Imposto de Renda na malha fina em 2019 foram:
Omissão de rendimentos do titular ou seus dependentes (35,6% dos casos);
Inconsistência na dedução de despesas médicas (25,1%);
Divergências entre o Imposto de Renda Retido na Fonte informado na declaração e o informado pela fonte pagadora (23,5%);
Problemas na dedução de previdência oficial ou privada, dependentes, pensão alimentícia e outras (12,5%).
Como consultar e resolver?
Para consultar a declaração e verificar se há algum problema, o contribuinte deve consultar o extrato do processamento da declaração no Centro Virtual de Atendimento (e-CAC) da Receita Federal. É necessário utilizar o código de acesso gerado no site da Receita Federal. Na primeira vez, será preciso criar uma senha e informar os números dos recibos das duas últimas declarações.
Depois de constatar o problema, se realmente há algum erro ou informações incompletas, o contribuinte deve fazer a declaração retificadora com a correção do que foi pedido, por meio do mesmo programa usado para enviar a declaração original. Já se a declaração retida está correta e o contribuinte tem os documentos que comprovem as informações, há duas alternativas. Uma opção é aguardar a convocação da Receita para prestação de esclarecimentos.
A outra alternativa é se antecipar e agendar um atendimento para a entrega da documentação, a partir de janeiro de 2020. É possível agendar o atendimento na área Meu Imposto de Renda, no extrato da declaração. Basta clicar em “Antecipar Entrega de Documentos de Declaração em Malha” e seguir as instruções.
Existe multa para quem cai na malha-fina?
Os contribuintes que se identificarem com o segundo caso, cuidado: mesmo com os documentos comprobatórios, a Receita Federal ainda pode entender que você está errado e, neste caso, cobrar o imposto devido somado a uma multa de 75% do valor total e juros.
Vale lembrar: quem não declarar o Imposto de Renda fica sujeito ao pagamento de uma multa por atraso. Ela é de R$ 165,74 para quem não tem imposto a pagar e de 1% do imposto devido para quem ainda deve recolher alguma quantia.
A multa ainda aumenta conforme o tempo de atraso da declaração e pode chegar a 20% do IR. Por isso, fique ligado.
